Minimum staffing levels on tender notices — reading the wording
Cleaning, caretaking and wider soft FM contracts often state minimum headcount, FTE bands or “dedicated team” language on the published notice — or hide the detail in the ITT pack. This guide helps UK SMEs read staffing wording on Contracts Finder and Find a Tender as an early bid/no-bid signal. Literacy only — not HR advice and not bid writing.

Why staffing minima matter before you download the pack
For a facilities or cleaning SME in the roughly £10k–£250k band, labour is most of the cost. A notice that states “minimum 12 FTE cleaning operatives” or “mobilisation within 14 days with full complement” is telling you:
- The buyer expects a fixed team size from day one — not a skeleton crew scaling up later.
- Recruitment and vetting lead time must fit inside the mobilisation window.
- TUPE may apply if staff transfer — see TUPE wording cues on Contracts Finder notices.
If your current bench cannot meet the stated minimum without risky overtime or agency reliance, that is often a Fail at notice stage — before you spend time on pricing.
Phrases to scan on the notice page
Staffing requirements rarely sit in one standard field. Search the description and lot text for:
- FTE / headcount — “minimum 4.0 FTE”, “equivalent to six full-time posts”.
- Role mix — “one supervisor plus eight operatives”, “dedicated caretaker Mon–Fri”.
- Coverage hours — “staffing levels to cover 06:00–22:00 seven days” (implies shift pattern math).
- Mobilisation — “full staffing complement on contract start date”.
- Key personnel — named roles (contract manager, team leader) with minimum qualifications — sometimes scored separately from headcount.
Notice-visible staffing is a Pass/Fail gate you can mark on first read. Pack-only rota schedules stay Unknown until you open the ITT — see bid/no-bid decision for UK SMEs.
Staffing vs contract value — a rough sanity check
Not a pricing model — a triage habit. If the notice states annual value and minimum FTE in the same block, ask whether the implied revenue per FTE is plausible for your sector and region. A £80k contract demanding twelve full-time posts may be mis-specified, framework-priced, or dependent on TUPE transfer of existing staff. Any of those change your bid/no-bid calculus.
Turnover and insurance gates often correlate with larger teams — cross-read turnover requirements on Contracts Finder notices and PL insurance and contract value.
TUPE and staffing on the same notice
When TUPE wording appears alongside staffing minima, the buyer may expect you to take on existing staff whose numbers match the stated complement. That can help mobilisation — or constrain how you reshape the team. Read both blocks; do not treat staffing as greenfield hire only.
BidFit memos cite TUPE cues as printed. We do not advise on transfer law or redundancy planning.
Multi-lot and framework context
Framework call-offs sometimes state staffing per site in the lot description while the parent framework held generic capacity requirements. If the notice says “call-off per attached schedule” with no headcount on the page, staffing is pack-only — a £9.99 notice memo marks it Unknown; forward the schedule for a £29.99 pack memo if you proceed.
Notice triage checklist
- Ctrl+F the notice for FTE, headcount, complement, mobilisation, dedicated team.
- Separate minimum from desirable — “preferred team of ten” is not the same as “minimum eight FTE required”.
- Check mobilisation date vs today — can you recruit and vet in time?
- Mark Pass / Fail / Unknown on your triage sheet before pricing.
Questions
Where do minimum staffing requirements appear on a UK tender notice?
On Contracts Finder and Find a Tender, staffing minima may appear in the description block, lot summary, or specification extract — phrases such as minimum FTE, dedicated team size, or mobilisation headcount. Full detail often lives in the ITT pack rather than the notice page.
Is a staffing minimum a bid/no-bid gate?
For many SMEs it is. If the notice states a minimum team you cannot recruit and deploy in the mobilisation window, that is an early Fail. If staffing detail is pack-only, mark Unknown until you read the ITT or order a memo.
Does BidFit verify you can meet staffing requirements?
No. BidFit cites what the notice and forwarded pack state and marks gates Pass, Fail or Unknown. We do not recruit staff, model TUPE transfers, or write bids.
