Social value wording on tender notices — bid/no-bid literacy for UK SMEs
Since the Procurement Act 2023 regime, more UK public buyers reference social value, community benefit and carbon reduction in tender notices and evaluation criteria. For a ten-person cleaning firm or trades contractor, that wording is a bid/no-bid signal — not a reason to hire a social-value consultant on every lot. This guide teaches notice-stage literacy: what the printed text usually means, when it is a hard gate, and when it stays in the ITT pack. Not bid writing.

What “social value” means on a notice
On a tender notice, “social value” is usually shorthand for non-price evaluation criteria tied to wider public benefit — local employment, apprenticeships, SME subcontracting, community engagement, carbon reduction, or similar themes buyers must consider under the Procurement Act 2023 guidance.
For bid/no-bid triage, you are not scoring social value yet. You are asking: does this notice signal social value is weighted heavily enough that a small firm without a dedicated bid team should think twice before spending on a writer?
Where social value wording appears
On a ten-minute notice read, check:
- Description / scope — “contractor must deliver measurable social value”, “community benefit plan required”.
- Evaluation criteria section — a percentage weight for social value (e.g. “price 60% / quality 30% / social value 10%”).
- Attachments on the notice page — social value policy PDFs or model questionnaires sometimes sit outside the main ITT.
- Lot-specific criteria — multi-lot frameworks may weight social value differently per lot.
Often the detail lives only in the ITT pack — the notice says “social value criteria in Part 3” with no weight printed. That is Unknown on a £9.99 public-notice memo, same as unstated turnover in the turnover guide.
Notice-stage triage — three situations
| Situation | What the notice shows | Triage signal |
|---|---|---|
| Heavy weight stated | Social value ≥10% of total score, or “pass/fail” social value gateway before price is opened | Caution for micro-SMEs — bid cost may exceed win probability unless you already hold local employment / carbon evidence |
| Light or generic | “Social value considered” with no weight, or ≤5% in evaluation table | Usually not a standalone Fail — continue other gates (clock, trade, PL, framework) |
| Silent or pack-only | No social value mention on published notice; “see ITT Part 3” | Unknown until pack opened — common on smaller Contracts Finder lots |
Common phrasing patterns on soft FM notices
These appear on cleaning, grounds and trades lots in the £10k–£250k band. Read as printed — do not infer legal obligations:
- “Local labour and skills” — may ask for local employment percentages or apprenticeship commitments.
- “Carbon reduction plan required” — often a pass/fail gateway for contracts above certain values under central government policy; check whether your notice cites the Social Value Model.
- “SME subcontracting” — may favour prime contractors who sub to SMEs; as a sub, this can be a Pass if you are named in a larger bid.
- “Community engagement plan” — may require a written plan with measurable outputs — higher bid-writing load for a sole trader.
None of these are automatic No-bid lines. They are reasons to pause before calling a bid writer — and to score the notice on the full bid/no-bid checklist.
When social value pushes you toward a memo
- The notice states a double-digit social value weight and you would otherwise bid.
- A pass/fail carbon or social value gateway is printed on the notice page.
- You want a sourced Pass/Fail/Unknown table before a £699+ writer invoice — see when a notice match needs a memo.
BidFit’s £9.99 memo flags stated evaluation weights from the published notice. The £29.99 pack memo fills social value schedules from the ITT you forward. Neither writes your social value response.
What BidFit will not do
- Not bid writing or social value plan drafting.
- Not carbon accounting or community benefit consultancy.
- Not guarantee win probability from social value scoring.
Questions
What is social value on a UK tender notice?
Social value on a tender notice usually refers to non-price evaluation criteria tied to wider public benefit — local employment, apprenticeships, carbon reduction, SME subcontracting, or community engagement. Under the Procurement Act 2023 regime, more buyers state social value weights in notices and ITT packs.
Should social value wording stop a small firm from bidding?
Not automatically. A heavy stated weight (e.g. 10%+ or a pass/fail gateway) is a caution signal for micro-SMEs without bid support — not a legal bar. Light or generic wording is usually not a standalone Fail. Read the exact printed text on the notice and ITT.
Does BidFit write social value responses?
No. BidFit memos flag stated evaluation weights and gates from the notice or pack you provide. We do not draft social value plans, carbon reduction documents, or bid responses.
