Cyber security and information assurance wording on UK tender notices — reading for SMEs
Even low-tech FM and trades contracts can touch personal data, CCTV, access control or client networks. Public buyers increasingly reference Cyber Essentials, GDPR compliance or information security policies in selection material — sometimes on the published notice, often only in the ITT pack. For a small contractor, the bid/no-bid question is whether the notice signals a pass/fail certificate gate, a scored assurance question, or a post-award contract clause you must resource. This guide helps you read that wording on Contracts Finder and Find a Tender. Not legal advice and not bid writing.

Why SMEs notice cyber lines at triage
Information assurance rarely replaces insurance or turnover gates, but it can be mandatory pass/fail in the selection questionnaire. If you hold Cyber Essentials Basic but the buyer requires Cyber Essentials Plus within 30 days of contract start, that gap may be an immediate Fail unless you can certify in time — detail is often pack-only.
Pair with electronic submission portal wording, key personnel gates, and notice-visible vs pack-only gates so IT logistics are not confused with security assurance.
Common phrases on published notices
| Wording pattern | What to extract | SME triage note |
|---|---|---|
| Cyber Essentials / Cyber Essentials Plus | Named scheme and level | Certificate in date? Scope covers your org? |
| ISO/IEC 27001 or equivalent | Certification body and scope | Equivalents need buyer definition — pack |
| GDPR / UK GDPR compliance | Policy or DPA schedule | Often SQ attestation — not legal review |
| Data processor / sub-processor | Role under contract | Relevant if you handle personal data on site |
| Security breach notification | Post-award reporting duty | Commercial resourcing gate |
Notice fields vs ITT pack
Find a Tender and Contracts Finder may list “additional information” or participation requirements without reproducing the full security questionnaire. Procurement Act formatted notices may group assurance themes under selection criteria — see Procurement Act notice fields.
If the notice is silent, mark cyber requirement Unknown until the pack opens — same discipline as performance bond gates.
Framework and call-off context
Framework terms may already embed information security for every call-off — framework call-offs vs open tenders, DPS mini-competition wording. A mini-competition notice might not repeat every SQ line; the framework schedule still applies.
Subcontractors and data on client systems
Cleaning and FM tenders with staff on NHS, council or university sites may ask how you protect credentials, visitor logs or helpdesk tickets. That sits beside, not instead of, modern slavery attestation and payment terms. Note whether the buyer asks about your corporate controls only or also device access on their LAN.
What the notice does not tell you
Published notice text is not a penetration test report. It does not confirm your certificate scope covers the contract entity, that subprocessors are listed, or that your insurer covers cyber incidents.
BidFit memos cite notice and pack extracts you supply; we do not audit IT systems or write security policies.
Questions
Where does cyber security wording appear on a tender notice?
Look in selection criteria, contract performance conditions, data-processing schedules referenced from the notice, or ITT pack-only SQ sections. Published notices may only flag that cyber assurance is required.
Is Cyber Essentials the same as ISO 27001 on a notice?
No. Buyers may ask for Cyber Essentials Plus, ISO 27001 certification, or bespoke security questionnaires. Read the exact certificate name on the notice or pack — do not assume one satisfies the other.
Will BidFit complete a cyber security questionnaire?
No. BidFit emails tender matches and writes sourced Go / No-go memos. We do not complete SQ or security assurance responses.
