Performance bond and parent company guarantee wording on UK tender notices — reading for SMEs
A facilities or cleaning SME can pass trade fit and insurance gates, then spot a line requiring a performance bond or parent company guarantee at contract award. On Contracts Finder and Find a Tender that wording may sit in financial requirements, contract conditions, or selection criteria — sometimes with a percentage, sometimes only in the ITT pack. This guide helps you read bond and PCG language on the published notice for early bid/no-bid triage. Not banking advice and not bid writing.

Bonds and guarantees as commercial gates
For SME triage, performance security wording answers: Can we fund or obtain this instrument if we win? Pair with turnover requirements, PL and insurance limits, and contract duration — a long contract with a high bond percentage is a different commercial shape than a one-year cleaning lot.
If the notice is silent on bonds but mentions “financial standing” only, mark bond requirement Unknown until the ITT confirms — see notice-visible vs pack-only gates.
Common phrases on published notices
| Wording pattern | What to extract | SME triage note |
|---|---|---|
| Performance bond / surety bond | Percentage of contract value or fixed sum | Check pack for issuer and timing |
| Parent company guarantee (PCG) | Named group entity required | Subsidiary-only bidders: Fail unless group will sign |
| Retention / performance withholding | Cash withheld vs third-party bond | Cash flow gate for small firms |
| Bond valid for contract term + defects period | Duration of security | Longer than initial term if extensions apply |
| Bond within X days of award | Mobilisation clock | Pair with submission deadline mindset — different clock |
Performance bond vs parent company guarantee
A performance bond is usually a third-party guarantee from a bank or insurer that the contractor will perform. A parent company guarantee is a promise from a related company to stand behind the bidder. Notices sometimes ask for one, the other, or both.
- Single-entity SME — PCG lines may be Fail unless a shareholder group company exists and will sign.
- Framework call-off — parent framework terms may already specify bond templates — framework call-offs vs open tenders.
- Subcontracting lots — prime may carry bond; sub may see pass-through wording — subcontracting opportunity wording.
Link to abnormally low tender processes
Where buyers flag abnormally low tenders, financial security discussions may intensify after evaluation — abnormally low tender wording. The notice may not spell that out; treat post-award bond calls as pack/evaluation detail unless printed on the notice.
Reading bond wording on Find a Tender vs Contracts Finder
Procurement Act formatted notices may group financial requirements under participation or contract terms — Procurement Act notice fields. Legacy blocks may label “Guarantees required”. Copy the exact field label into your triage sheet so a memo can cite it.
Multi-lot notices may apply bond rules lot-by-lot — multi-lot triage. A small lot might still trigger a minimum bond fee that makes the lot uneconomic.
What the notice does not tell you
Published notice text is not a quote from a bond provider. It does not confirm that your bank will issue a bond, that a parent will sign a PCG, or that retention can substitute for a bond (often ITT-only).
BidFit memos cite notice and pack extracts you supply; we do not arrange financial instruments.
Questions
Where do bonds appear on a tender notice?
Look in financial requirements, contract performance conditions, or selection criteria sections on Find a Tender and Contracts Finder. Full bond percentages are often pack-only.
Is a parent company guarantee the same as turnover evidence?
No. Turnover gates test financial standing; a PCG is a post-award security instrument. Read each line separately on the notice.
Will BidFit arrange a performance bond?
No. BidFit emails tender matches and writes sourced Go / No-go memos. We do not arrange bonds or guarantees.
