Key personnel and CV requirements on UK tender notices — reading for SMEs
Soft FM, cleaning and specialist trade tenders often ask for named contract managers, supervisors with sector experience, or CV evidence before award. On Contracts Finder and Find a Tender that wording may sit in selection criteria, technical ability, or lot descriptions — sometimes with minimum years and qualifications printed on the notice, sometimes only in the ITT pack. This guide helps UK SMEs read key personnel gates for early bid/no-bid triage. Not HR advice and not bid writing.

Key personnel as commercial and capability gates
For SME triage, key personnel wording answers: Do we have a credible named individual who meets the stated bar, and can they be committed if we win? Pair with minimum staffing levels, evaluation criteria weighting, and contract duration and extensions — a three-year contract with a named manager locked for the term is a different resourcing shape than a one-year lot with interchangeable supervisors.
If the notice mentions “appropriate experience” without names or years, mark personnel detail Unknown until the ITT confirms — see notice-visible vs pack-only gates.
Common phrases on published notices
| Wording pattern | What to extract | SME triage note |
|---|---|---|
| Named contract manager / project lead | Individual must be identified at bid stage | Fail if you cannot name someone who meets the rest of the line |
| Minimum X years’ experience in … | Sector or role tenure gate | Check overlap with scoring, not just selection |
| Relevant professional qualification | IOSH, NEBOSH, CIPD, trade cards as stated | Pack may define “relevant” — notice may not |
| CV to be submitted for key personnel | Document requirement | Often pack-only template — still signals evaluation weight |
| Replacement of key personnel subject to approval | Post-award change control | Mobilisation risk if your named person may leave |
| Dedicated account manager | Client-facing role, sometimes scored | Distinguish from generic “team” language |
Selection vs evaluation — read both labels
Selection criteria (pass/fail or minimum standards) may require a contract manager with five years’ public-sector cleaning experience before your bid is considered. Evaluation criteria may award marks for “depth of experience” or “continuity of named staff”. The notice sometimes prints weightings — or hides them in the pack.
- Pass/Fail at selection — missing the stated minimum is an early Fail even if price is competitive.
- Scored at evaluation — you may bid with a weaker CV but lose on quality marks; still a commercial decision, not automatic Fail.
- Pack-only CV forms — notice says “as per ITT”; triage Unknown until opened.
Named managers and subcontracting structures
Prime contractors sometimes propose a named manager while subs deliver the work. Notices may require the named person to be employed by the bidder, or allow associate staff with employer consent. Read the exact line — subcontracting opportunity wording.
Framework call-offs may inherit key personnel rules from the framework — framework call-offs vs open tenders. A mini-competition might still demand a fresh CV for the call-off manager even when the framework already vetted your company.
Cross-read with insurance, turnover and bonds
Key personnel gates rarely replace financial gates. A director named as contract manager does not satisfy turnover requirements or performance bond wording. Stack personnel, financial and insurance limits on one triage sheet — ten-minute notice read.
Restricted and two-stage procedures
Under restricted or competitive dialogue procedures, key personnel evidence may be requested at selection stage before full pricing — restricted vs open procedure wording. If the notice states “shortlisted bidders must confirm named contract manager at stage 2”, that is a resourcing checkpoint before you invest in detailed costings.
What the notice does not tell you
Published notice text is not a job description for your staff. It does not confirm that your proposed manager will accept the role, that TUPE will transfer existing supervisors, or that the buyer will accept a substitute during annual leave. BidFit memos cite notice and pack extracts you supply; we do not verify CVs or run DBS checks.
Questions
Where do key personnel requirements appear on a tender notice?
Look in selection criteria, technical ability, staffing or contract management sections on Find a Tender and Contracts Finder. Named roles and minimum experience are sometimes notice-visible; full CV templates are often pack-only.
Is a named contract manager a Pass/Fail gate?
If the notice requires a named individual with stated qualifications before award, treat it as a hard gate unless you can field that person. If only pack-only CV forms are mentioned, mark Unknown until you read the ITT.
Will BidFit write key personnel CVs?
No. BidFit emails tender matches and writes sourced Go / No-go memos. We do not draft CVs or bid responses.
