Evaluation criteria and weighting on tender notices — reading for UK SMEs
Before you download a 200-page ITT, the notice often prints how the buyer will score bids — price vs quality split, social value percentage, pass/fail minimums. For facilities, cleaning and trades SMEs, reading that wording early tells you whether the lot suits a lean rate card or needs heavyweight method statements. Decision-support literacy only — not bid writing and not legal advice.

Why weighting matters at notice stage
Evaluation criteria answer a different question from turnover gates or insurance limits. They signal how the buyer will rank compliant bids:
- Price-heavy lots — 70–90% price weighting favours sharp day rates and efficient mobilisation.
- Quality-heavy lots — 60%+ quality favours method statements, case studies, and staffing models.
- Social value modules — often 10–20% on public contracts; see social value wording on tender notices.
- Pass/fail minimums — “fail any quality question = excluded” can knock out SMEs who meet price but miss one scored line.
Reading weighting on the notice is triage, not a bid strategy. It tells you whether the lot aligns with your desk capacity before you invest in the pack.
Where evaluation wording appears on the portals
On Contracts Finder and Find a Tender, look in:
- Award criteria / evaluation section — headline percentages (e.g. 60% price, 40% quality).
- Description narrative — methodology buried in prose (“most economically advantageous tender”, MEAT, or “lowest price compliant” for simple lots).
- Linked summary documents — some buyers attach a one-page evaluation matrix; the notice may only say “see ITT section 4”.
- Procurement Act 2023 fields — on newer notices, structured award-criteria fields may appear; see Procurement Act notice fields if your notice uses the new template.
If the notice is silent on weighting, treat evaluation as Unknown until you open the pack — same discipline as pack-only gates in notice-visible vs pack-only gates.
Common wording patterns
| Printed wording | What it usually means for triage |
|---|---|
| “Lowest price” / “price only” | Rate card competition; quality may be pass/fail only. |
| “60% price / 40% quality” | Balanced MEAT; both price and written quality score. |
| “Price per quality point” (PPQP) | Price divided by quality score — small quality gains can outweigh a slightly higher rate. |
| “Quality threshold 60% minimum” | Fail the quality floor and price is irrelevant. |
| “Social value 10%” | Extra scored section — often pledges and local employment. |

Pair weighting with other notice gates
Evaluation weighting does not override hard gates:
- Clock and procedure — open vs restricted; see restricted vs open procedure.
- Financial standing — turnover multiples; see turnover requirements.
- Insurance and TUPE — PL limits and staff transfer; see soft FM insurance and TUPE wording cues.
- Framework vs open — panel-only call-offs; see framework call-offs vs open tenders.
- Evaluation fit — only after gates pass: does the weighting suit your bid shape?

Soft FM and cleaning examples
On cleaning and soft FM lots, quality sections often cover:
- Mobilisation and TUPE transition plan (scored).
- Staffing model and supervision (scored).
- Environmental method / product standards (scored).
- Day rate or schedule of rates (price envelope).
A notice that prints 80% price / 20% quality on a large school cleaning lot tells a different story from 50/50 with a 65% quality pass mark. Neither is automatically “no bid” — but an SME without a bid writer should notice the difference before the site visit gate in mandatory site visit wording.
Quick reading checklist
- Find award/evaluation section on the notice — headline percentages or MEAT label.
- Note pass/fail minimums if printed.
- Check social value weight if present.
- Mark Unknown if weighting is pack-only.
- Combine with gates for bid/no-bid — see bid/no-bid decision for UK SMEs.
Questions
Where do evaluation criteria appear on a Contracts Finder notice?
On many notices, evaluation criteria and weightings appear in the description block, award criteria section, or a linked ITT summary. Some buyers publish only a headline such as 60% price / 40% quality on the notice and reserve the full scoring matrix for the tender pack.
Can I bid/no-bid from evaluation weighting alone?
Weighting is one early signal. A 90% price notice may suit a lean SME rate card; a 70% quality notice may favour incumbents with case studies. Pair weighting with turnover gates, framework status, and deadline.
Does BidFit score my bid against evaluation criteria?
No. BidFit emails tender matches and writes sourced Go / No-go memos on gates visible on the notice or named pack pages we can open. We do not draft responses or run evaluation scoring.
