Social value wording on Contracts Finder and Find a Tender notices
Facilities, cleaning and trades SMEs often spot “social value”, “TOMs” or “community benefit” on a notice and assume the bid will need a long essay. Usually the published notice says less than you think. This guide teaches notice-stage literacy — what the wording signals for bid/no-bid triage on roughly £10k–£250k lots. It is not how to write social value responses.

Why social value wording matters at notice stage
Since the Public Services (Social Value) Act 2012, many UK public buyers embed social value in procurement. For a cleaning or soft FM SME, that often translates to lines about local employment, apprenticeships, carbon reduction, community engagement, or the National TOMs framework — sometimes with a quality weighting.
At notice stage you are not writing answers. You are deciding whether the lot is worth a week. Social value language can tell you:
- Whether quality scoring may favour local presence or community ties you can actually deliver.
- Whether the buyer expects structured TOMs reporting you can resource.
- Whether the notice is silent — meaning the real weighting lives only in the ITT pack (Unknown on a £9.99 memo).
Do not let social value copy override hard gates. A notice with lovely community language but a framework-only requirement or a two-day deadline is still a No-go. See bid/no-bid decision for UK SMEs for the full gate table.
Where to look on Contracts Finder and Find a Tender
There is no dedicated “social value tab” on most notices. Scan these fields in order:
-
Description / scope. Look for “social value”, “community benefit”, “TOMs”, “local labour”, “apprenticeships”, “carbon”, “net zero”, “SME”, “local supply chain”. Copy exact phrases — buyers reuse boilerplate inconsistently.
-
Award criteria summary. Some notices state “quality 60% / price 40%” or similar. If quality is high but social value is not broken out, weighting is Unknown until the pack.
-
Find a Tender structured fields. FaT UK4 notices sometimes carry social-value or environmental fields more consistently than Contracts Finder HTML. Still read the description — structured fields can be empty.
-
Attachments listed on the notice. A “Social Value Questionnaire” or “TOMs template” filename is a strong signal the pack will ask for measurable commitments — not just a paragraph in the ITT.
For ten-minute triage discipline, pair this with how to read a tender notice in ten minutes.
Common phrases and what they usually mean
Buyers copy from frameworks, prior ITTs, and central-government templates. The same words do not always mean the same weighting. Use this as a reading aid — not a scoring guide.
| Phrase on notice | Likely signal | Notice-stage verdict |
|---|---|---|
| “Social value” / “community benefit” | Buyer expects some quality-scored community or environmental commitment | Unknown weight until criteria published — check pack before assuming 10%+ |
| “TOMs” / “National TOMs” | Structured Themes, Outcomes and Measures framework — often with a template in the pack | Pass if you can assign someone to TOMs reporting; Fail if you have no capacity and quality is TOMs-heavy |
| “Local labour” / “local employment” | Preference for staff living near contract sites — common on council and housing lots | Pass if your team is genuinely local; Fail if you would subcontract everything from another region |
| “Apprenticeships” / “skills” | May require apprenticeship starts or training hours as a measurable outcome | Unknown on notice — check whether it is mandatory KPI or aspirational |
| “Carbon reduction” / “net zero” / “environmental” | May tie to fleet, chemicals, waste, or energy on cleaning/FM contracts | Pass if you have basic fleet/chemical policies; Unknown if absolute net-zero claims would need evidence you do not hold |
| “SME” / “SME suitable” | Not social value scoring — but often appears beside community language on smaller lots | Pass/Fail on the SME flag itself; do not conflate with social value weight |
| Silence — no social value mentioned | Buyer may still score quality on method statements, references, or pack-only social value | Unknown — do not assume zero; do not write a social value essay pre-emptively |
Our sample memos illustrate notice-stage honesty. The Bedford College windows sample marks social-value weight as Unknown because the Contracts Finder notice does not publish a percentage. The Hull gutter sample notes quality 50% / price 50% only — social value inside quality is Unknown. That is the correct memo habit: cite what the notice says, mark gaps Unknown.
TOMs in one paragraph (literacy only)
TOMs (Themes, Outcomes and Measures) is a standardised framework many UK public bodies use to describe and report social value. On a notice you might see “contractors shall deliver social value in line with National TOMs” or a reference to specific themes (e.g. jobs, growth, social, environment).
For a facilities or cleaning SME, notice-stage questions are practical:
- Does the notice name TOMs explicitly, or only generic “social value”?
- Is there a separate social value submission template in the attachment list?
- Can you realistically measure and report what the buyer asks for across a multi-site contract?
BidFit does not advise on TOMs scoring methodology or write TOMs responses. If TOMs reporting would need a dedicated hire you cannot afford on the contract margin, that is a bid/no-bid commercial decision — not something to guess from boilerplate.
Social value vs other notice gates
Social value wording sits after hard gates in triage order:
- Clock — deadline still wins. No social value answer saves a two-day clock Fail.
- Framework-only — see framework call-offs vs open tenders.
- TUPE — staff transfer can dominate margin more than social value points. See TUPE wording cues.
- Insurance and turnover — see PL and contract value and turnover requirements.
Only when those gates are Pass or acceptable Unknown should social value language influence whether you download the pack or order a memo.
What BidFit will not do
- Not bid writing. No social value essays, method statements, or SQ answers.
- Not social value consultancy. We flag what the notice says; you decide whether your firm can deliver and report.
- Not a replacement for gov.uk. Keep official saved searches as source of truth. Optional digest: /digest/.
Questions
Where does social value wording appear on a UK tender notice?
On Contracts Finder and Find a Tender notices, social value language usually sits in the description field, award criteria summary, or evaluation weighting lines — not in a dedicated social-value tab. Look for TOMs, community benefit, local employment, apprenticeships, carbon reduction, and SME-friendly language. If the notice is silent, treat weighting as Unknown until you open the ITT pack.
Should I bid because a notice mentions social value?
No. Social value wording is an evaluation cue, not a bid trigger. Run clock, trade fit, geography, SME flag, framework-only, insurance, TUPE and turnover gates first. A notice that mentions TOMs but fails on geography or framework membership is still a No-go. BidFit memos mark social-value weight as Unknown when the notice does not publish a percentage.
Does BidFit write social value responses?
No. BidFit does not write bids, social value essays, or SQ answers. This guide and optional memos help you read published wording for bid/no-bid triage — not how to score maximum social-value points.
What are TOMs on a tender notice?
TOMs (Themes, Outcomes and Measures) is the National TOMs framework language many UK public buyers use to describe social value commitments. On a notice you may see TOMs referenced alongside community benefit, local labour, or carbon reduction. The notice rarely lists every measure — the ITT pack holds the detail. Treat notice-stage TOMs mentions as a signal to check the pack, not as a complete brief.
