Living wage and real living wage wording on UK tender notices — reading for SMEs

Cleaning, security and soft FM contracts are labour-heavy. Councils and universities often reference fair pay, real living wage accreditation, or payment above National Minimum Wage in social value or contract performance sections — on the notice or only in the ITT pack. For bid/no-bid, the question is whether the buyer requires accreditation, payment at a published rate for all staff on the contract, or a scored narrative you can support. This guide helps you read those lines on Contracts Finder and Find a Tender. Not employment-law advice and not bid writing.

Not bid writing. Not a search engine. BidFit emails tender matches from Contracts Finder and Find a Tender and, when you ask, writes a sourced Go / No-go memo. We do not draft social value essays or SQ answers.

Why wage wording matters at notice stage

Living wage lines rarely replace turnover gates, but they can change commercial viability when the notice states “all staff deployed on the contract must be paid at least the real Living Wage” or requires Living Wage Foundation accreditation. If you currently pay NLW only, that may be Fail on price or pass/fail social criteria — often clarified only in the pack.

Read alongside social value wording, minimum staffing levels, and fair payment terms so wage, cash-flow and headcount gates stay separate on your triage sheet.

Notice vs pack: agency and TUPE labour

FM tenders with agency cover or TUPE transfers may ask how living wage commitments apply to transferred staff and temps. The published notice may not spell that out — mark Unknown until the ITT clarifies — see notice-visible vs pack-only gates.

Evaluation weighting

Wage commitments may sit under social value scoring — evaluation criteria weighting. A 10% social value slice on living wage is different from a pass/fail attestation in the SQ.

Framework call-offs

Framework schedules may fix wage policy for every mini-competition — framework call-offs vs open tenders. The call-off notice might show only the lot title; the framework still binds.

What the notice does not tell you

Notice text does not confirm your payroll can meet uplift on day one, that subcontractors will sign flow-down clauses, or how overtime and sleep-in shifts interact with the buyer’s definition of “pay”.

BidFit memos cite notice and pack extracts you supply; we do not audit payroll or write wage policies.

Questions

Is real living wage the same as National Living Wage on a notice?

No. NLW is a statutory minimum age band. Real Living Wage and London Living Wage are voluntary accredited rates. Buyers may require accreditation or payment at a named rate — read the exact phrase.

Where does living wage wording appear on tender notices?

Often in social value, contract performance, or fair employment sections — sometimes scored, sometimes pass/fail in the SQ pack referenced from the notice.

Will BidFit model wage costs for a bid?

No. BidFit emails tender matches and writes sourced Go / No-go memos. We do not price labour or draft SQ responses.
