Health and safety policy wording on UK tender notices — reading for SMEs
Contracts Finder and Find a Tender notices for FM, cleaning and trades work increasingly ask bidders to confirm health and safety policies, review dates and scheme membership beside insurance gates. For a small contractor, the early question is whether H&S wording is pass/fail in the SQ or only scored as quality. This guide helps you read those lines at notice stage. Not legal advice and not bid writing.

Why health and safety policy lines appear on notices
Facilities, cleaning, construction and trades SMEs increasingly see health and safety policy attestations beside SSIP membership, RAMS expectations and CDM role lines on Find a Tender and Contracts Finder.
At notice stage the bid/no-bid question is whether the buyer treats the policy as pass/fail in the selection questionnaire, a scored quality question, or absent until the pack opens.
Pair with SSIP scheme wording, notice-visible vs pack-only gates, and modern slavery attestations when ethical procurement blocks stack several themes.
Common wording patterns
| Notice phrase | What to record | Triage note |
|---|---|---|
| Health and safety policy | Named document gate | Often SQ upload |
| SSIP / scheme membership | Certificate gate | Separate from policy PDF |
| Policy reviewed within 12 months | Recency requirement | Check board sign-off date |
| CDM principal contractor duties | Role-specific gate | Read lot scope |
| Accident reporting arrangements | Operational detail | May be pack-only |
Notice vs pack
Published notice HTML may list health and safety under selection criteria without reproducing policy templates. Procurement Act formatted notices may group H&S with insurance — see procurement act notice fields.
If health and safety policy is silent on the notice, mark Unknown until the ITT or SQ opens — same approach as cyber assurance and performance bond gates.
Read Procurement Act notice fields, employers liability gates, and framework call-offs vs open tenders.
Relationship to SSIP and insurance gates
A valid SSIP certificate does not automatically satisfy a separate policy upload row. Triage policy and scheme lines in separate memo rows.
Employers liability and public liability minimums address insurance cover, not management system documentation — read insurance schedules independently.
Cross-read public liability limits, key personnel gates, and subcontracting opportunity wording when agency labour is in scope.
What the notice does not tell you
Notice text rarely confirms acceptable policy length, whether group policies satisfy SPV bidders, or how subcontractors must evidence arrangements.
BidFit memos cite health and safety policy lines you point us to on the notice or pack. We do not audit management systems or complete SQ uploads.
Worked example
A hospital FM notice states: “Tenderers must submit a health and safety policy reviewed within the last 12 months and evidence of SSIP membership where applicable.” Triage notes:
- Policy gate: Named document — confirm review date on cover sheet.
- SSIP: Conditional wording — read whether your trade requires scheme membership.
- Pass/fail: Likely SQ section — treat as gate unless pack scores it.
- Entity: Unknown on notice — confirm bidding company name matches policy owner.
Common misreadings
- SSIP certificate treated as policy substitute. Separate SQ rows when both are named.
- Generic RAMS template assumed to satisfy policy gate. Read exact attestation language.
- Framework admission assumed for every call-off. Mini-competitions may re-ask H&S status.
- Expired policy at submission assumed acceptable. SQ often requires current review dates.
Notice triage checklist
| Check | On notice? | If missing |
|---|---|---|
| Named health and safety policy | Sometimes | Unknown until pack |
| SSIP / scheme reference | Often on construction lots | Read lot description |
| Review date requirement | Rarely | SQ instructions |
| Separate from insurance minimums | Often | Two gates — do not merge |
| Subcontractor flow-down | Sometimes | Pack schedule |
Framework and call-off context
Framework terms may embed H&S attestations for every call-off. Mini-competition notices might not repeat every SQ line — still check the framework health and safety tab before bidding.
DPS and open frameworks can inherit the same policy gate on each mini-competition — read DPS mini-competition wording when you are not bidding a standalone open procedure.
See DPS mini-competition wording and evaluation criteria weighting when H&S is scored rather than pass/fail.
Questions
Where does health and safety policy wording appear on a tender notice?
Often in selection criteria, SSIP or accreditation schedules, or contract performance clauses referenced from the notice. Full policy templates are usually pack-only.
Is a health and safety policy the same as SSIP membership on a notice?
No. SSIP or scheme membership is a certificate gate; a policy is a document describing arrangements. Buyers may ask for both — read each line separately.
Will BidFit draft a health and safety policy?
No. BidFit emails tender matches and writes sourced Go / No-go memos. We do not draft policies or SQ responses.
Do sub-threshold contracts still mention H&S policies?
Buyers may require policy evidence regardless of contract value on public work — read attestation wording in the pack rather than assuming exemption from the notice title.
What if the notice is silent on health and safety policy?
Mark Unknown until the SQ opens. Framework call-offs may inherit H&S requirements without repeating them on the mini-competition notice.
