Conflict of interest declarations on UK tender notices — reading for SMEs

Public buyers often require bidders and key personnel to declare conflicts of interest, related-party relationships and prior involvement in contract design before award. FM and trades SMEs see those lines beside anti-bribery, whistleblowing and insurance gates on Find a Tender and Contracts Finder. This guide helps you read conflict declaration wording at notice stage for bid/no-bid triage. Not legal advice and not bid writing.

Not insurance or legal advice. Not bid writing. BidFit emails tender matches from Contracts Finder and Find a Tender and writes sourced Go / No-go memos when asked. We do not broker policies or complete SQ uploads.

Integrity declarations on public contracts

Hospital, schools and highways frameworks frequently ask whether anyone involved in the bid helped draft the specification, holds shares in an incumbent, or employs a relative of the buyer’s project manager.

Notice HTML may only say integrity declarations apply — the SQ then lists every director, partner and named bid manager who must sign.

Start with anti-bribery wording and whistleblowing policy wording when ethical procurement schedules stack several governance uploads.

When the notice is thin

Contracts Finder summaries sometimes omit integrity annexes entirely. Mark conflict rows Unknown on your memo until the SQ portal unlocks — same approach as cyber and bond gates.

Procurement Act participation sections may hyperlink PDF schedules rather than printing attestation text inline.

Use notice-visible vs pack-only gates and ten-minute notice triage before downloading large integrity packs.

Consortiums and joint ventures

Each joint venture member may need a separate declaration even when only one firm submits prices. Read JV agreement schedules before assigning signatories.

Parent company guarantees do not automatically satisfy related-party questions — PCG rows test financial backing, not personal conflicts.

Cross-read performance bond and PCG wording and subcontracting opportunity wording.

Worked example — schools cleaning

A mini-competition notice states: “Tenderers must submit a completed conflict-of-interest declaration for each director and for the proposed contract manager. Declare any prior role advising the authority on cleaning standards since 2022.” Memo rows:

Framework call-offs and DPS

Panel admission may have captured declarations for three years — mini-competitions might still demand refreshed signatures after director changes.

Dynamic Purchasing System notices can inherit parent integrity terms without repeating them on the HTML page.

See framework call-offs vs open tenders, DPS mini-competition wording, and key personnel CV requirements.

Award stage and corrigenda

Standstill packs occasionally add new conflict questions after clarification meetings — re-run integrity triage when corrigendum notices publish.

Abnormally low tender reviews test pricing integrity — separate memo section from personal conflict forms.

What BidFit will and will not do

BidFit memos cite conflict lines you highlight on the notice or pack and mark Pass / Fail / Unknown with quotes.

We do not complete declaration forms, advise on disqualification, or interpret fiduciary duties — triage support only.

When integrity gates multiply, pair with when a notice match needs a memo and bid/no-bid decision for UK SMEs.

Questions

Where do conflict-of-interest declarations appear on tender notices?

Look in selection questionnaires, attestation schedules, or participation requirements referenced from the notice. Full declaration forms are often pack-only.

Is a conflict-of-interest declaration the same as anti-bribery policy on a notice?

No. Anti-bribery policies address corruption risk; conflict declarations address personal or organisational conflicts with the buyer or competitors. Read each row separately.

Will BidFit complete conflict-of-interest forms?

No. BidFit emails tender matches and writes sourced Go / No-go memos. We do not complete SQ attestations.

Must directors declare interests on every mini-competition?

Framework call-offs may reuse framework declarations or require fresh forms — read the mini-competition pack rather than assuming the open-tender form still applies.

What if the notice is silent on conflicts?

Mark Unknown until the SQ opens. Evaluation criteria may still reference integrity themes without naming a declaration upload.
