Equality, diversity and inclusion wording on UK tender notices — reading for SMEs

Contracts Finder and Find a Tender notices for public sector FM and trades work increasingly ask bidders to confirm equality, diversity and inclusion policies, monitoring commitments and inclusive recruitment practices beside social value metrics. For a small contractor, the early question is whether EDI wording is pass/fail in the SQ or only scored as quality or social value. This guide helps you read those lines at notice stage. Not legal advice and not bid writing.

Not insurance or legal advice. Not bid writing. BidFit emails tender matches from Contracts Finder and Find a Tender and writes sourced Go / No-go memos when asked. We do not broker policies or complete SQ uploads.

Why EDI lines appear on notices

Facilities, cleaning, care and construction buyers increasingly paste equality, diversity and inclusion attestations beside social value metrics, living wage commitments and supply-chain ethics on Find a Tender and Contracts Finder.

At notice stage the bid/no-bid question is whether EDI wording is pass/fail in the selection questionnaire, scored under quality or social value, or absent until the pack opens.

Pair with social value wording, modern slavery statement wording, and living wage wording when ethical procurement blocks stack several themes.

Notice vs pack

Published notice HTML may list EDI under social value or selection criteria without reproducing policy templates. Procurement Act formatted notices may group inclusion with carbon reduction or fair payment themes.

If EDI requirements are silent on the notice, mark Unknown until the ITT or SQ opens — same discipline as cyber assurance and insurance gates.

Read Procurement Act notice fields, notice-visible vs pack-only gates, and evaluation criteria weighting.

Relationship to social value scoring

A heavy social value weighting suggests inclusion metrics and narrative responses may dominate scoring — read award criteria alongside EDI attestations.

Framework call-offs may inherit EDI templates from the framework without repeating policy upload rows on the mini-competition notice.

Cross-read award criteria price vs quality, framework call-offs vs open tenders, and fair payment wording.

What the notice does not tell you

Notice text rarely confirms acceptable policy length, whether group policies satisfy SPV bidders, or how subcontractors must evidence inclusive recruitment.

BidFit memos cite EDI lines you point us to on the notice or pack. We do not audit workforce data or complete SQ uploads.

Worked example

A schools FM notice states: “Tenderers must confirm compliance with the contracting authority’s equality and diversity policy and submit their own EDI policy reviewed within the last 12 months.” Triage notes:

TUPE and workforce transfer context

Soft FM retenders may combine TUPE information with inclusion monitoring for transferred staff. Read TUPE wording cues separately from EDI policy uploads.

Minimum staffing levels on the notice may interact with diversity reporting commitments — triage staffing gates on their own row.

See TUPE wording cues, minimum staffing levels, and subcontracting opportunity wording.

Anti-bribery and ethics crossover

EDI attestations sometimes sit beside anti-bribery and corruption declarations in ethical procurement schedules. Triage each declaration independently for pass/fail treatment.

ISO 9001 or ISO 14001 certification lines do not substitute for inclusion policy uploads unless the notice explicitly links them.

See anti-bribery wording and ISO 14001 wording.

Questions

Where does equality, diversity and inclusion wording appear on tender notices?

Often in social value sections, selection questionnaires, contract performance clauses, or PPN-aligned prompts referenced from the notice. Full EDI policies are usually pack-only.

Is an EDI policy the same as a modern slavery statement on a notice?

No. Modern slavery attestations test supply-chain due diligence; EDI lines may cover workforce diversity, monitoring, or action plans. Read each attestation separately.

Will BidFit draft an equality and diversity policy?

No. BidFit emails tender matches and writes sourced Go / No-go memos. We do not draft policies or SQ responses.

Do framework call-offs repeat EDI requirements?

Mini-competition notices may inherit framework EDI clauses without repeating them on the notice HTML — still check the framework terms before bidding.

What if the notice is silent on EDI?

Mark Unknown until the SQ opens. Social value weightings may still score inclusion themes even when the notice omits explicit EDI policy uploads.
